I just want to say that #1 won't do anything bad if /var/run is on a normal disk.
(Still, the cp can be skipped if /var/run is on a normal disk, if that is preferred.)

And if we go with /run then there will be a demand for initializing /run which
presents us with the choices #0-#2 again; and some people will want to symlink
/var/run to /run, in which case there will again be demand for initializing /var/run.
