Doh.  Now I understand that your idea was to _change_ init so that
"telinit -e var=" causes var to become immutable (and that you don't like
this idea).  Sorry.

I think we should just plan to implement the original proposal, but to get
clearance from some security experts first.  If reasons are brought forward
for adding security features then we'll add them.
