I was trying to write one that did all in util-linux, but during that time
it become apparent that the fix needs to involve glibc and initscripts too
to be effective during DST.

I will send you a simple patch ASAP that just fixes things but requires the
user to manually edit the hwclockfirst.sh file and add TZ= something there,
and fix that manually for DST.

The full solution will (if approved by initscripts and glibc) have a working
/etc/localtime by the time hwclockfirst is run, so that TZ= will be
unneeded, and it will all work even during DST.
