The issue of ephemeral /var/run initialization has come up on debian-devel.

So far no one has responded positively to the idea of initscripts creating a
skeleton.  I take this as a vote in favor of option #0.  Miquel expressed a
preference for #0 if /var/run can be on a disk-based filesystem, and I think
that we should support /var/run being stored on a disk-based filesystem.
So I think we should go with #0 (do nothing)---at least until such time as
parties other than ourselves take the initiative to ask for a skeleton-
initialization feature.  Needed directories can be mkdir'ed either by
initscripts or by the programs that require the directories.

I'll consider this matter closed unless speaks up to disagree.
