[Pkg-sysvinit-devel] Policy for /etc/init.d/*.sh initscripts

Now that we source /etc/init.d/*.sh initscripts, we must get rid of every
single one of them that are not #!/bin/sh, and policy must make it a MUST
NOT clause to have .sh initscripts that are not #!/bin/sh.
