Changing the default of VERBOSE from yes to no? (Was: [Pkg-sysvinit-devel] Upload to unstable)

I just remember all the noise about the "horrible change" done to the
boot process when the colors and the right-aligned status indicator
arrived (and eventually was taken out), and want to avoid it when we
would rather have a lot of changes accepted without to much
resistance.  Lets try to change the output amount and format later,
and only upload the less visible changes now.
