[Pkg-sysvinit-devel] Unexpected problem with /etc/mtab -> /proc/mounts

Hmm, wait a second.  Only the "policy layer" is disabled.  The initscripts
actually get run.

Anyway, I hope that maintainer scripts aren't expected to install properly
on chroots as well as in the standard filesystem hierarchy.
