The FHS prescribes a location for the file (which IIRC is /var/lib/hwclock/adjtime).
We can surely leave /etc/adjtime as a symlink to this location for backward
compatibility but we should be eliminating uses of '/etc/adjtime'.

The early writable filesystems we have been talking about aren't persistent.
/var/lib is the only persistent writable storage location available.
