I'm not quite sure what you mean by this, but suspect you talk about
maintaining a list of scripts and their init.d order (aka number).  I
believe it is a bad idea because I believe assigning the numbers
dynamically based on provided dependency information is a much better
idea.

If we get all the scripts to provide dependency information in their
header, we can let something like insserv reorder the scripts based on
this information in a way that make sure all scripts are correctly
ordered and the boot sequence is without errors (as long as no
dependency loops are present).

I do not see the gain of separating the boot sequence into such
categories, if we want the boot to be as fast as possible.
