Oh.  Nasty bug.  I'll fix it in sv.

There is no need to move it.  If you add your own line with
CONCURRENCY=<something> in /etc/default/rcS, it will override the
default in /etc/init.d/rc.  This is the intended behaviour to avoid
upgrade problems.
