This is extremely non-trivial for the late shutdown sequence (after halt is
called).

And where would you store that information, anyway?   The system usually (as
in if nothing untoward is happening) has no read-write storage during the
last steps of shutdown.

FYI, you have one already.  Redirect the console to a serial port, parallel
port or network port, and log that using another box (or let a printer dump
it to paper).
