I agree that the documentation could use an update. A patch relative
to the current svn (svn://svn.debian.org/pkg-sysvinit/sysvinit/trunk)
is most welcome.
As for solving the ordering bug, I suspect we need to convert to using
dependency based ordering to fix it. The current mess is just too
hard to fix incrementally. I mean something like insserv, calling
update-bootsystem-insserv to reorder everything and then change
update-rc.d to use dependency info when inserting symlinks in the
/etc/rc*.d/ directories.
I have no idea why the default stop order is 20 (and not 80, as
recommended in the documentation), but it is too late to change this
default value now without reordering everything. :/
