Right.  I misread this to talk about the shutdown sequence, not the
boot.  If the NFS directories are not mounted as they should during
boot, there must be some bug in here. :)

The NFS mounting system was changed now, to wait for the network to
start before trying to mount NFS directories.  This was changed to
solve the long-standing problem with mountnfs.sh running before the
network was ready.  So the NFS mounting is to be done by
/etc/network/if-up.d/mountnfs, and /etc/init.d/mountnfs.sh waits for
this to happen.  Is there something with your setup that would make
the if-up.d/mountnfs script fail?
