I am starting to conclude similarly, that we need to provide some
other writable location early in the boot, and is considering if it is
possible to make tmpfs on /var/run/ and /var/lock/ a new option in
/etc/default/rcS.  But I am not yet sure if the last part is feasable.
I agree that we for the short term should revert the /var/run/ and
/var/lock/ changes, to avoid blocking the fix for an early writable
tmpfs because of the /var/run/ controversy.

One thing we need to consider is what to ask the previous users of
/dev/shm/ to use if /var/run/ and /var/lock/ isn't available for their
use.  Shall we ask them to use /lib/init/rw/?  Shall we umount
/lib/init/rw when the other file systems become available?
