This is what I though first, the problem is that you cannot switch back
to a standard reboot without removing the link to the script.
And that's not easy to remove it on each upgrade if you don't want to
use kexec to reboot but really reboot -f for whatever reason.
Having a configuration file for this is, I think, more easy.

test -x and Recommends like I did should be enough, don't you think?
