[Pkg-sysvinit-devel] Bug#438895: initscripts: please document new /etc/motd semantics

Hi,

on a recently installed etch system, I was kind of surprised when I
noticed the new motd.tail, /var/run/motd mechanisms. I liked the old
one better.

Please at least document this new Debianism in the motd man page.
