In the future, the progress bar code will only be enabled if usplash,
splashy (or some other implementation) is installed, and then this
problem will go away.  The new file /lib/init/splash-functions-usplash
need to be moved to the usplash package to make this happen.  I hope
it will happen in a few months, when the new API is stable.
