Did you enable it using dpkg-reconfigure, as documented on
<URL:http://wiki.debian.org/LSBInitScripts/DependencyBasedBoot>?  It
is the recommended way, as it will replace update-rc.d and remove your
need to run update-bootsystem-insserv.

Both are bugs in the dependency information provided by the packages
util-linux (bug #458346) and console-setup (bug #458486).  I suggest
you implement and test the proposed fixes.
