[Pkg-sysvinit-devel] Bug#503765: /etc/init.d/checkfs.sh: Misleading message if on battery and /fastboot or FSCKTYPES=none

If /fastboot exists or FSCKTYPES=none, checkfs.sh will not check
filesystems.  However, before checking those, it first checks
on_ac_power, and if that indicates the system currently runs on
battery, checkfs.sh prints "Running on battery power, so skipping file
system check.".  If /fastboot exists or FSCKTYPES=none, this message
seems misleading: the filesystem check would not have occurred even if
not running on battery.  Please move the message inside the test for
the other two conditions.
