The boot sequence on this machine is really messed up.  The order of
scripts is not according to their dependencies, as far as I can see.
Can you run /usr/share/insserv/check-initd-order and report the
output?  What is the output from about 'insserv -vn'?  Any idea what
was done on the boot system on this machine to get to this point?

I enabling dependency based boot sequencing might be able to recover
the boot sequence, but it is so strange I am not sure.
