[Pkg-sysvinit-devel] Bug#510912: initscripts: mountoverflowtmp script should still work on non-English system after initial boot

On a system with an English locale "/etc/init.d/mountoverflowtmp start" will work even used interactively (run from a shell). This is not the case with an non-English locale.
During boot the script works, as no non-English locale is set then.

Even though the main purpose of the script is supporting the boot procedure, it can be useful after the boot. Furthermore the fix is quite simple.
