I appreciate your explanation. From it, I gathered that I need to do
the following two things:

1. Make sure dovecot depends on $time and shift the default runlevel
priority around.

2. Ensure that ntp/ntpdate/chrony do not touch the clock on resume
or on ifup, unless maybe the use answers a priority-low questions
with the non-default.
