Unfortunately, policy-rc.d does need to know the runlevel if that
information is available, so it is not a question of "priority".

Howerver, /sbin/runlevel DOES tell us it is horked, but the script is
buggy and doesn't use that information to go on with an unkown runlevel.
That's why you get that message.
