This sound a bit like the problem reported in #575080.  It include
information on how to recover if it is the same problem.  Any clue
what happened to trigger your problem?

You can use the pkg-sysvinit-devel at lists.alioth.debian.org or report a
bug against sysv-rc if you want to discuss this issue. :)
