Never mind. I see what you mean.

FWIW, I agree we can chmod 644 /var/log/dmesg, as the dmesg command is not
restricted in the first place by default (and you need something like
SELinux to restrict it, anyway).

That said, users that need to poke around with /var/log/dmesg should
probably belong to the adm group.

Also, you CAN just chmod /var/log/dmesg, and it will retain the
permissions, at least for the "I have /bin/dmesg" case.
