It is an oversight.  The sysvinit team is understaffed, and I forgot
to change it.  Suspect now is a bad time to do this, so late in the
Squeeze release cycle, and it is better to wait for Squeeze to be
released before doing the change.  I noticed it myself a few days ago,
and decided it was a bit risky to do this now.
