This approach is not supported, and probably never was.  It is not the
way SysV init is designed to work.  The init.d scripts should be in
/etc/init.d/, and be symlinked to from /etc/rcX.d/.

You need to move the scripts and symlink them from rc2.d/ for this to
work.
