[Pkg-sysvinit-devel] /etc/init.d/rc - it is not a conffile, but it should be

Hi, 

I don't have any idea how to solve this, the bugreport is right that
everything in /etc/ should be a conffile - but on the other side
/etc/init.d/rc is a little bit special. 

Since sysv-rc is also affected by that problem I cloned the bug to coordinate
the efforts.
