I committed the "closes" to debian/changelog before submitter replied. The
problem is reproducible (albeit in rather contrived way) and I had, by my
observations, committed a change which circumvented the problem for dependency
based boot.

Because it is reproducible and the only argument I could fathom for downgrading
the severity is "pressing CTRL^C during boot is crazy". That is a
regression from boot in lenny where CTRL^C would not be detrimental to other
boot scripts than the one currently executing.
