Hi,

usplash development has been stopped upstream and it has been obsoleted
by plymouth. As a consequence, the usplash package has been removed for
squeeze/sid [1].

To not carry around unnecessary cruft, I'd suggest to drop
/lib/init/usplash-fsck-functions.sh and remove the
usplash calls in checkroot.sh and checkfs.sh.

If wanted, I can provide a patch for that.
