[Pkg-sysvinit-devel] Bug#399608: Move mountpoint to sysvinit-utils

I think having the mountpoint utility in initscripts is not logical and
it should be moved elsewhere.
sysvinit-utils looks like a good fit.

I also find it kinda odd, that fsck.nfs is in initscripts, even if it is
just a dummy shell script.
