[Pkg-sysvinit-devel] Bug#623174: /run must exist in the initramfs and be moved to the root filesystem

initscripts must coordinate with initramfs-tools to create /run in the
initramfs and then move it to the root file system because the udev
database must be preserved.

It must be documented that if an old initramfs without /run support is
used on a system with /run, things like LVM will break.
