Removed due to causing problems in some circumstances during the
/run transition and not been needed after the transition is
complete.

However, apparently needed for iSCSI services during shutdown.

Retain conditionally by only protecting if /run/.run_transition
is present, so they won't be protected after the transition
completes.

- need to check /var umounting during transition for
squeeze->wheezy with
RAMRUN/RAMLOCK enabled and disabled
linux and kfreebsd
(it might break nullfs on kfreebsd).
