Debian has RAMRUN and RAMLOCK variables in /etc/default/rcS for that.
I'm not sure if you meant that those variables should be "yes" by
default, or maybe you didn't know about them at all.
In either case, I am reassigning this report to initscripts, which is
the package creating /etc/default/rcS, as base-files does not really
have anything to do with this.
