Hmm?  It is, fsck outputs everything to all active consoles.

Didn't it show the BIOS screen?

I have no idea of what's happening to your box, but it is something more
basic and insiduous than a quiet fsck.  We do not DO quiet fsck in the first
place, AFAIK.
