Justification: policy 10.7.3, does not preserve local changes

: tfheen at qurzaw ~ > sudo rm -f /etc/motd
: tfheen at qurzaw ~ > sudo dpkg-reconfigure initscripts
: tfheen at qurzaw ~ > ls -l /etc/motd*
lrwxrwxrwx 1 root root  13 april 10 22:41 /etc/motd -> /var/run/motd

It shouldn't recreate that file if the admin has removed it.

(It should also point at /run rather than /var/run, but that's a more
minor matter.)
