The only change was in util-linux, so I think it's best documented
there.  If anyone wants to update their inittab to add the --noclear
option, that's fine.  However, the new behaviour is probably better
for most users--any failures should be logged in any case, though I
sometimes do wish that the console output of all initscripts was
logged to syslog as well.
