Hmm, that's due to vorlon's recent change, I think.  Is this inside
a chroot?  If so, it's this logic failing:

		# Symlink /dev/shm from /run/shm
		# Note that it's really /var/run/shm
		if mountpoint -q /dev && mountpoint -q /dev/shm; then
			compat_link /dev/shm /run/shm
		else
			[ -d /run/shm ] || mkdir -p /run/shm
			mountpoint -q /dev || compat_link /run/shm /dev/shm
		fi

What is the output of
  % ls -ld /dev /dev/shm /run /run/shm
on this system?
