I'm experimenting with cross-grading packages from i386 to amd64; this
has to be done without much help from apt, unfortunately[1].  An
obstacle I found is that quite a few important packages have a
dependency on initscripts (mostly due to the /run transition), making
their crossgrade somewhat difficult.  If initcripts were marked
"Multi-Arch: foreign", its reverse dependencies could be crossgraded
without hassle.

Maybe it would also make sense to mark the other packages in the
sysvinit suite as "Multi-Arch: foreign" as well.

1. Replacing foo:i386 with foo:amd64 is done by removing foo:i386 and
   then installing foo:amd64, which does not work for Essential packages.
