Thanks.  This begins to make sense, though it is not by any means a
new bug (it's most likely been present since 4b9dd323 in 2009 which
removed the updatercd shell function, which skipped running
update-rc.d if the script wasn't present).

Petter, maybe we should add that function back, doing just this single
check?  Since this affects all initscripts (despite it being very
unusual to want to delete critical initscripts), we should probably
do this for all scripts.
