We can't remove it on upgrade due to it being a mounted and in-use
filesystem (so the mountpoint can't be rmdir'ed).

We could potentially clean it up on reboot, the exception being
when / is read-only.  There was a reason why we didn't do that, but
I can't remember off the top of my head what the reason was.  It
might have been to avoid breaking scripts relying on it, but that's
done now.
