This is already configurable.  See RAMTMP in /etc/default/rcS (old) or
/etc/default/tmpfs (new).  Also, please look at the version of
initscripts in experimental.

Also, note that mountkernfs (in experimental, at least), does not
mount /tmp.  See mountall.sh and /lib/init/tmpfs.sh and
/lib/init/mount-functions.sh.
