Hi,

In version 2.87dsf-9 /lib/init/vars.sh was fixed to only set VERBOSE=no
during boot and shutdown.

But since 2.88dsf-13.3 the VERBOSE variable is actually defaulting to
no. This is causing the messages of some (the one checking the VERBOSE
variable) to not be displayed outside the boot process, I'm not sure
this is the desired behaviour.

no
