I asked on #debian-devel, and jwilk suggested this might be related to
dpkg bug <URL: http://bugs.debian.org/645849 >.

No idea how to avoid the problem, though.  Perhaps change name of the
file would do it?  But I suspect that might introduce a race condition
for upstart users.
