I think we've found both the best solution and have consensus.
(Adding more patches to the util-linux package is something I'm against
as that has been part of the reason the util-linux has not been
getting updated in Debian.)
As I understand your comments, using fsck -M in initscripts is not a
blocker (as using fsck -R will just have a negative performance impact)
so I'm unblocking, reassigning and retitling as suggested...
