PIDFILE=none disable PIDFILE support.

Nah, in most cases it is the same as $NAME (I know, I looked through
around 1000 init.d scripts earlier).
I also rewrote do_restart to not call do_stop and do_start, but
instead write its own message and call do_stop_cmd and do_start_cmd.
The output became a lot nicer.
