The git history shows that ifupdown has never been a dependency of the
initscripts package.  And there's no reason that initscripts should be
responsible for pulling this package onto the system; and upgrading
initscripts should not cause ifupdown to be *removed* from the system
either.

So why do you think this is an initscripts bug?
