[Pkg-sysvinit-devel] Bug#767942: ondemand script fails when cpu0 is not available

Script /etc/init.d/ondemand fails when cpu0 is not available. CPU0 being online
is not a requirement, so, ondemand should consider it.

I create a patch that seems to solve this problem easily, identifying the first
online CPU and using it instead of CPU0.
