sulogin: cannot open password database!

There might be other things broken (which I'm hunting down currently),
but sulogin must not segfault.
I also wonder if this is possibly related to
https://bugs.debian.org/337444 (initscripts: Boot process does not
halt if both fsck and sulogin fail).
