The stop ordering is controlled by Required-Stop and Should-Stop, and
they should probably have the same content as *-Start to get the reverse
ordering.
When that is said, I have vague memories of multiple provides not
working the way you expect it. Could you express what you want without
multiple names in the Provides header?
You might find the /usr/share/insserv/check-initd-order script useful to
check the dependencies. It can output the dependencies in dotty format
to get a dependency graph to look at.
